State S./Central Neighborhood Association November 4, 1999 Houghton Fire Station The meeting was called to order by Dan Krehbiel. The first to speak was Kari Page, Kirkland’s Neighborhood Services Coordinator. Kari reported that she was able to get meeting space for us for Jan 6, Mar 2 , April 6, June 1, July 6 and Aug 3. She couldn’t get Thursday meeting times for us in Feb and May. Kari also spoke of programs for communities. -Nov 17 there will be a meeting at City Hall to discuss the Mar 4 Conference 2000. Kari also asked if any present were interested in going to the Mar 4 conference. Dan mentioned that he would be and Mark Eliasen asked Kari if she could get more detailed info on what would be the topics at the conference. Kari also mentioned the Capital Improvement Program for the year 2000. -What projects we might like to see funded by the program were discussed and what time frame we would like to receive the funds. Most thought a 3 year period was better than a 2 year. Dan Krehbiel spoke on the Vista Plaza Appeal. -The association won the appeal with the City Council concerning the number of parking stalls that would be allowed in a visitor lot with access to 7th Ave. S. Max Gurvich had not filed an appeal of that decision as of the date of our meeting. -Dan felt that we gained respect as an organization with our handling of the Vista Plaza issue. -Dan mentioned that a traffic study has been completed on 5th, 6th, and 7th Ave. S. and that 7th Ave S had qualified for speed bumps, and 5th and 6th had not had sufficient traffic to qualify. It was suggested that we try to get a traffic person from the City to attend one of our meetings. Ellen McMahon spoke on the master plan commission. The next meeting was scheduled for Nov 18. Mark Eliasen talked about the Lakeview School project and showed the current city plans for the property. Members seemed to approve of the plans in general. Ellen McMahon and Trudy Goldkamp had been involved in the planning of the project. Some concerns were voiced voiced about traffic on State Street and drainage in the playground area. There will be a public meeting held by the school district at Lakeview school on Dec 2 concerning the project. Dan had spoken with Ms. Lieberman-Brill form the City on zoning situation on State St. The rezone that we had been questioning is mostly a project to make the zoning code agree with the comprehensive plan, and shouldn’t be a major concern for us. The web page for the association is being handled by Don Winters and should be up and running by the end of the year. We have a lot of volunteer help and things are moving along very well. Kari Page is facilitating this for the City. The next KAN meeting was scheduled for Nov 10. It was decided not to have an official meeting in December, but that we could attend the school district meeting at Lakeview Elementary on Dec 2 and have an informal meeting beforehand. State S./Central Neighborhood Association September 2, 1999 Houghton Fire Station SSCNA Meeting Minutes September 2, 1999 Reports: Kari Page discussed upcoming events, Harley night, Taste of Kirkland, 10K race. David Ramsey, Kirkland City Manager was our special guest. He was very informative on city activities to date. Among the items discussed were: Totem Lake Study, NE 8th Corridor, Downtown Strategic Plan, Community Character Elements, Annexation of Finn Hill/Juanita, Juanita Village Project, Rail with Trail project, Kirkland Teen Center, Schools as Parks, Big White Ship, Christian Science Church. Special Thanks went to Kari for her invaluable help thus far in working closely with the neighborhoods and for helping to organize a Neighborhood Conference and Web Pages seminars. There was also brief discussion of Initiative 695 which if passed will have a huge negative impact on transpiration funds in particular traffic projects. Mr. Ramsey also commented on our upcoming appeal regarding the Kirkland Vista Plaza project. He outlined the procedure for the evening, three speakers per side, three minutes for each speaker, no duplication of comments. He encouraged us to work with Jeremy and Iris as we prepare for the upcoming hearing for the appeal on October 19, 7:30, Council Chambers. Ellen McMahon will be our Downtown Strategic Plan representative. The first meeting is coming up Sept. 21. Their first task is looking at Kirkland...where are the first places you would take a first time visitor, where are the eye sores. More expected as the task force moves forward. Givhan will be attending the upcoming KAN meeting and report to the group. Thank you Givhan. Also, a reminder that all time and dollars spent by members on the picnic should be reported to Givhan since the picnic was funded by a matching city grant. There was a discussion of speed bumps. Ellen McMahon has gotten the ball rolling for lower 7th Ave S. (the section south of State Street). A motion was made and approved to authorize Kari to start the speed bump process for upper 7th Ave S., 6th Ave S. and 5th Ave S. with Tony Mazella. Ellen commented and many agreed that the 10th Ave S speed bumps are a good example of what we’d like to see on these streets. Next meeting, 10/7. Meeting Minutes
State S./Central Neighborhood Association August 5, 1999 Houghton Fire Station recorded by Roseanne Winters Secretary • Treasurer’s report not available • New Business: Mark McDonald of 3rd Ave S brought a parking overflow situation in his neighborhood to the attention of the group. Many shoppers and visitors to Kirkland are parking in this neighborhood to access the downtown area. These additional cars are creating congestion, unsafe traffic, as well as simply being unsightly. Next steps: a separate meeting between SSCNA chair and 3rd Ave S representatives will take place in order to initiate petitions from the neighbors for speed bumps and to draft a letter making the City re-aware of the situation. • No new business re: Westwater Development • Betty Morgan reported briefly on a study session re: Forbes Lake Area. No major news to report. • No report available on 85th St. Corridor developments. • Good Feedback was reported on our First Annual Neighborhood Picnic. Thanks to all who made this possible! • Kirkland Vista Plaza update: The hearing examiners’ decision recommending 54 cars in the visitor parking lot off 7th Ave South with monitoring to determine if this should be increased or lowered was discussed. The following was decided by the group: • Motion to appeal hearing examiner’s decision was approved. Rosie, Dan and John will submit prior to the approaching deadline. • An invitation to the City Manager to attend one of our meetings will be extended. Betty will pursue with Kari Page. • Steps will be taken to make City Council aware of the effect this decision will have upon the neighborhood. Trudy will work with Kari to gain contact information. • Eastside Journal has asked for an interview re: our position on this decision. Dan will contact them to report on our concerns. • Speed Bump Petitions need to be started for 7th Ave S, 6th Ave S and 5th Ave S. Givhan will contact Tony Mazella to make him aware that we are beginning this process. Next meeting was set for Sept 9 at 7pm at Fire Station (note: this was later changed to 9/2) |
